San José Unified’s advisory committees and groups offer opportunities for parents, teachers, students, and community members to make a significant impact on the district and our schools. We value input from all of our stakeholders on key issues and initiatives, and we encourage you to get involved.

Meeting Times & Locations

Advisory committee meetings are generally held on Monday evenings at 6:00PM at the District Office, 855 Lenzen Ave., San José, CA 95126. Please check the District Calendar for updated times and locations.

Meetings are open to the public and subject to the Ralph M. Brown Act, with the exception of the PTA. All committee agendas, minutes, and documents are subject to public records requests.

Budget Advisory Committee

The Budget Advisory Committee (BAC) advises the Superintendent on budget development for each fiscal/school year. The Superintendent weighs the advice of the committee along with the priorities of the district’s Strategic Plan in preparing a final budget for recommendation to the Board of Education in June.

Role & Responsibilities
  • Develop an understanding of the budget and financial issues;
  • Develop recommendations for improving communication to enhance understanding of the district’s budget and financial condition;
  • Develop recommendations on fiscal and program priorities that support the district’s Strategic Plan and a balanced budget;
  • Review the district’s budget, share information with constituent groups, and generate recommendations for the Superintendent to consider in the budget development process; and
  • Contribute to and support a collaborative process.

Citizens’ Bond Oversight Committee

The Measure H Citizens’ Bond Oversight Committee (CBOC) was created to actively review and report on the proper use of taxpayers’ money for school construction, and to promptly alert the public to any waste or improper expenditure of school construction bond money.

CBOC members live or work within the boundaries of San José Unified or are parents of SJUSD students. Members serve two-year terms and are not compensated for their watchdog-related duties.

Community Advisory Committee for Special Education

The Community Advisory Committee for Special Education (CAC-SE) is a state-mandated committee responsible for: parent education and advocacy training; review and development of the special education local plan; participation in district committees directly affecting the special education program; and addressing concerns regarding special education programs that support students with Individualized Education Plans (IEPs). The CAC-SE is dedicated to ensuring that every special education student in San José Unified is getting the highest quality education.

Members of the CAC-SE include parents of individuals with exceptional needs enrolled in public or private schools, parents of other pupils enrolled in school, pupils and adults with disabilities, regular education teachers, special education teachers and other school personnel, representatives of other public and private agencies and persons concerned with the needs of individuals with exceptional needs.

District Advisory Committee

The District Advisory Committee (DAC) was created to advise the district in matters pertaining to meeting the needs of all students, with a focus on students who are educationally and economically disadvantaged. It was required for districts who received State Economic Impact Aid (EIA) funds; State EIA funds are no longer allocated nor does SJUSD have access to those funds. Given that EdCode no longer requires DAC, we are eliminating this committee and transferring the responsibility of LCAP review to our Voluntary Integration Plan committee. This committee represents the required parent communities for the LCAP review: English Learner, Low Socio-Economic, and Foster Youth.

District English Learners Advisory Committee

The District English Learners Advisory Committee (DELAC) meets regularly to advise the district on goals and objectives, and to assist in revising the district-wide plan for English Learners Education. Each school committee (SELAC) elects one of its members to serve on the DELAC.

Intradistrict Leadership Committee

The Intradistrict Leadership Committee (ILC) is an advisory group comprised of student body officers from our six traditional high schools (Gunderson, Leland, Lincoln, Pioneer, San José, and Willow Glen). These student leaders come together to share information, collaborate on events and initiatives, and offer input to their schools and the district on a variety of student-related issues.

Committee meetings are generally held in the evening on the third or fourth Monday of the month and rotate between school sites. Students can contact their school administrators or ILC faculty liaison for more information.

Parcel Tax Oversight Committee

The Measure Y Parcel Tax Oversight Committee (PTOC) will typically meet 2-4 times per year to review the district’s use of revenue from the 2016 Measure Y parcel tax and ensure that the intent of the voters who approved the measures is being met.

PTOC members must live or work in San José Unified, have a child currently enrolled in the district, or represent a local taxpayer organization, business association, or neighborhood group. San José Unified employees and contractors are not eligible to apply. This committee will meet for the first time in the Fall of 2017.

Voluntary Integration Plan

The Voluntary Integration Plan (VIP) Committee resulted from the settlement of a 1984 desegregation case against San José Unified. The committee consists of eight (8) parent/community members, two (2) parent alternate members, and eight (8) district staff members. The committee monitors and advises the district on the implementation of its Voluntary Integration Plan (VIP).

Voluntary Integration Plan

Approved by the Board of Education in 2003 and revised in 2010, San José Unified’s Voluntary Integration Plan is meant to:

  1. Prohibit and correct intentional discrimination in any district program or activity on the basis of race, color, ethnicity, or national origin;
  2. Prevent racial or ethnic isolation from surfacing in district schools;
  3. Outline the reasonably feasible steps the district will take to correct racial or ethnic isolation that may arise in district schools;
  4. Foster student integration and diversity; and
  5. Ensure equal educational opportunity and access for all students.

Roles & Responsibilities

The Voluntary Integration Plan Committee will be provided information about district integration activities so that it may provide input to the board about those activities and whether adjustments to
district policies, programs, or services should be made to better effectuate the goals and objectives.

The committee will be consulted about district proposals that would significantly alter the purpose or scope of the VIP. Committee co-chairs will make periodic reports to the Board of Education on the implementation of the VIP.

The committee may hold parent meetings at school sites to disseminate information on available VIP programs (e.g. school assignment, enrichment opportunities, language programs, etc.).
